Our mission is very simple and goal orientated. Give our clients high quality work at a competitive price. Always be reliable, honest, and fair. Our reward for well done work is the opportunity to negotiate additional projects with the same clients.


Russ Newville (CEO and Owner) comes from a family of tradesmen. His father and brothers were carpenters as well. In 1982, he started a 4 year carpenter apprenticeship program. This has led to 40 years in the Commercial Construction Industry.

His start in steel stud framing and drywall quickly led to being a job superintendent by 1988. He has successfully completed projects in over 25 states nationwide. Pulling permits, making construction schedules, managing the workforce and obtaining Certificates of Occupancies are the required expectations that are consistently delivered.

Owning a commercial construction company for over 30 years has led to extensive knowledge in many facets of the industry. Such as Business consultation, code interpretation,  scheduling, budgeting, and leasing.

Safety Protocol Statement (OSHA-Compliant)


At Newville Construction Co. Inc., the safety and health of our employees, subcontractors, clients, and the general public are our top priority. We are committed to maintaining a workplace that fully complies with all applicable OSHA standards (29 CFR 1926 & 29 CFR 1910) and industry best practices. No phase of operation is so urgent that it cannot be conducted safely.


1. Commitment to OSHA Compliance

We will:

  • Follow all federal, state, and local safety regulations.
  • Implement the safety requirements outlined in OSHA’s Construction Industry Standards (29 CFR 1926).
  • Maintain required documentation, training records, hazard communication programs, and job-specific safety plans.

2. Management Responsibility

Management is responsible for:

  • Providing a safe work environment, tools, and equipment in compliance with OSHA rules.
  • Ensuring employees receive all required OSHA training (Fall Protection, PPE, Hazard Communication, Ladders/Scaffolds, Power Tools, etc.).
  • Conducting regular safety audits, toolbox talks, and job-site inspections.
  • Enforcing disciplinary action for violations of safety rules.

3. Employee Responsibility

Every employee must:

  • Follow all safety rules and OSHA regulations at all times.
  • Use required PPE (hard hats, safety glasses, gloves, high-visibility clothing, respirators, fall-protection gear, etc.).
  • Immediately report unsafe conditions, near misses, or incidents to their supervisor.
  • Refuse to perform unsafe work or operate equipment for which they have not been trained or authorized.

4. Hazard Identification & Control

We will implement:

  • Job Hazard Analyses (JHAs) prior to starting work.
  • Continuous monitoring for hazards related to falls, electrical exposure, struck-by/caught-between risks, excavation, confined spaces, dust/silica, and chemical exposure.
  • Engineering, administrative, and PPE controls to minimize risk.

5. Emergency Preparedness

Newville Construction Co. Inc. maintains:

  • Written Emergency Action Plans(EAPs) in accordance with OSHA 1910.38.
  • Site-specific evacuation procedures, muster points, and communication methods.
  • Access to first-aid supplies and trained personnel.
  • Incident reporting and investigation procedures following OSHA recordkeeping requirements (29 CFR 1904).

6. Drug-Free and Violence-Free Workplace

Workers must report fit for duty. Substance abuse, harassment, or unsafe behavior will not be tolerated.

7. Continuous Improvement

We commit to:

  • Ongoing training, refresher courses, and safety meetings.
  • Reviewing incident data, near-miss reports, and OSHA updates to improve our safety system.
  • Encouraging employee participation and feedback to strengthen our safety culture.
